RULES
A. TITLE AND OBJECT
1.The title of the Association shall be
MANCHESTER AND DISTRICT LADIES’ CYCLING ASSOCIATION.
2.The object of the Association shall be the promotion of Road Time Trial activities as may be decided upon from time to time.
3.The boundary of the Association shall be defined as: the area governed by the Manchester & District Council of the C.T.T. , all other parts of Greater Manchester and the County of Lancashire.
B. MEMBERSHIP
1.The Association shall consist of:
(a)Affiliated clubs.
(b)First claim private members, who are ladies subscribing individually and not members of affiliated clubs.
(c)Second claim private members, who are already members of a CTT affiliated club/organisation. Second claim members are not eligible for Association awards.
Note: Only first claim private members shall be eligible to compete under the name of the Association.
2.A club or private member wishing to resign from the Association shall notify the Hon. Secretary in writing before the 31st December of any year, or become liable for the ensuing year’s subscription.
C. SUBSCRIPTIONS
1.Subscription to the Association shall be £5.00 per annum for affiliated clubs and £1.00 per annum for private members.
2.Subscriptions shall become due on the 1st January of each year.
3.Any club whose subscription for the previous year has not been paid shall not be entitled to send a delegate to any meeting.
4.A club or private member whose subscription has not been paid for the current year shall not be eligible for M&DLCA trophies and medals.
D. OFFICERS, COMMITTEE, LIFE AND HONORARY MEMBERS
1.The Officers of the Association shall consist of:
(a)President;
(b)Four Vice Presidents;
(c)Chairman;
(d)Hon. Secretary;
(e)Hon. Treasurer;
(f)Hon. Social Secretary;
(g)Hon. B.A.R. Secretary.
2.The Officers and Committee shall be elected annually by ballot at the Annual General Meeting, apart from the President who shall be elected every three years.
3.The Committee shall consist of: Chairman, Hon. Secretary, Hon. Treasurer, Hon. Social Secretary, Hon. B.A.R. Secretary and six others, one of which shall be a Junior or Juvenile. All Committee Members shall be members of the Association.
4.The Committee shall have the power to transact all business of the Association, and to fill any vacancy which may occur amongst the officers and committee during the year.
5.The Committee shall meet as often as business demands. Seven clear days’ notice of each Committee Meeting shall be given to each member of the Committee.
6.A quorum for Committee meetings shall be seven, of which two shall be officers.
7.Should a member be absent from three consecutive Committee meetings, she shall, if the Committee so decide, cease to be a member of the Committee.
8.Nominations for Life members (those who are members of the Association) shall be made at the AGM, seconded and voted on by the meeting.
9.Nominations for Honorary members (those who are not members of the Association) shall be made at the AGM, seconded and voted on by the meeting.
E. MEETINGS
1.Each affiliated club shall be entitled to be represented at General Meetings by two lady delegates upon payment of subscription as set out in Rule C1.
2.Private members shall be entitled to be represented at General Meetings by two delegates, who shall be elected annually by a ballot of private members.
3.The Annual General Meeting shall be held before the end of February following the end of the Association’s financial year. Fourteen clear days’ notice of the date, time and venue of the Annual General Meeting shall be sent to every officer, Committee member and affiliated club, all reports to be brought with officers to handout at the meeting. Each delegate shall be entitled to one vote. Only the following matters may be dealt with at the Annual General Meeting:
(a)The reception of the Annual Reports of the officers and the Balance Sheet;
(b)The election of officers and members of the Committee for the ensuing year;
(c)The transaction of any other competent business.
4.Proposals for changes to M&DLCA rules and regulations should be sent by the club to the Hon. Secretary at least four weeks before the AGM. Proposals should be seconded at the AGM by another club.
5.An Extraordinary General Meeting shall be convened when a requisition for such a meeting is made in writing to the Hon. Secretary by ten or more delegates and/or officers. Fourteen clear days’ notice of the date, time and venue of the meeting, together with a copy of the Agenda shall be sent to every officer, Committee member and affiliated club. Each delegate shall be entitled to one vote.
6.At any General Meeting a quorum shall be ten.
F. FINANCIAL
1.All funds belonging to the Association shall be under the control of the Committee and shall be banked in the name of MANCHESTER AND DISTRICT LADIES’ CYCLING ASSOCIATION.
2.Funds may be withdrawn as required on any two of the three signatures of the Secretary, Treasurer and Chairman.
3.The Accounts of the Association shall be presented as at the 31st December of each year.
4.One or more Auditors, who shall not be Committee members, shall be elected annually.
G. EVENTS AND CHAMPIONSHIPS
1. All Association time trials shall be run under C.T.T. regulations.
2. Only members of the Association are eligible for awards, except for those awarded for the Open 50 Mile event.
3. The Team Award for all time trial events at any distance shall relate to two riders only. This rule also applies to Association Championships.
4. A competitor becomes a Junior on her 16th birthday and remains eligible to compete as a Junior until 31st December of the year in which her 18th birthday occurs.
5. A Schoolgirl is a competitor who has not reached her 16th birthday on the day of the event.
6. A Veteran is a competitor who is aged 40 years and over on the day of the event.
7. All qualifying time trials shall be handicapped using the scratch marks used in the CTT standard handicap tables, which currently are:

Note: Certificates shall be awarded to the fastest Schoolgirl and the fastest Junior in each 10 and 25 mile designated event, and to the fastest Veteran on Standard in each 10, 25 and 50 mile designated event.
8. BEST ALL-ROUNDER COMPETITION
(a)The Best All-Rounder Competition shall be decided on events run at 10 miles, 25 miles and 50 miles and such performances shall be calculated in m.p.h. and the average taken of the resultant speeds.
(b)Counting events at 10 miles shall be confined to designated events. Counting events at 25 and 50 miles shall be on any “J” course, the onus being on the rider to submit a copy of the entry form and result sheet to the BAR Secretary before 1st October of the current season. One 50 shall be designated an open event.
(c)The winner shall hold the B.S.A. Best All-Rounder Trophy for one year and receive a medal. Medals shall also be awarded for 2nd, 3rd, 4th, 5th and 6th places and certificates to remaining qualifiers.
(d)The winning Team shall hold the B.A.R. Team Shield for one year and each member of the winning Team shall receive a medal.
9. HANDICAP CHAMPIONSHIP
a)The Handicap Championship shall be decided on events run at 10 miles, 25 miles and 50 miles and such performances shall be calculated on handicap net times in m.p.h. and the average taken of the resultant speeds.
(b)Counting events at 10 miles shall be confined to designated events. Counting events at 25 and 50 miles shall be on any “J” course, the onus being on the rider to submit a copy of the entry form and result sheet to the BAR Secretary before 1st October of the current season. One 50 shall be designated an open event.
(c)The winner shall hold the Carlton Handicap Trophy for one year and shall receive a medal.
10. JUNIOR CHAMPIONSHIP
(a)The Junior Championship shall be decided on two events at 10 miles and one event at 25 miles and such performances shall be calculated in m.p.h. and the average taken of the resultant speeds.
(b)Counting events at 10 miles shall be confined to designated events. Counting events at 25 miles shall be on any “J” course, the onus being on the rider to submit a copy of the entry form and result sheet to the BAR Secretary before 1st October of the current season.(c)The winner shall hold the Junior Championship Trophy for one year and shall receive a medal.
11. JUNIOR HANDICAP CHAMPIONSHIP
(a)The Junior Handicap Championship shall be decided on two events at 10 miles and one event at 25 miles and such performances shall be calculated on handicap net times in m.p.h. and the average taken of the resultant speeds.
(b)Counting events at 10 miles shall be confined to designated events. Counting events at 25 miles shall be on any “J” course, the onus being on the rider to submit a copy of the entry form and result sheet to the BAR Secretary before 1st October of the current season.(c)The winner shall hold the Junior Handicap Shield for one year and shall receive a medal.
12. SCHOOLGIRL HANDICAP CHAMPIONSHIP
(a)The Schoolgirl Handicap Championship shall be decided on two events at 10 miles and shall be calculated on average speeds in m.p.h. on handicap basis.
(b)Counting events at 10 miles shall be confined to designated events.
(c)The winner shall hold the Schoolgirl Handicap Trophy for one year and shall receive a medal.
13. VETERAN CHAMPIONSHIP
(a)The Veteran Championship shall be decided on two events at 10 miles and one event at 25 miles and such performances shall be calculated on handicap net times compared with the age standard as shown in the VTTA Standard Tables and then the + or – aggregated.(b)Counting events at 10 miles shall be confined to designated events. Counting events at 25 miles shall be on any “J” course, the onus being on the rider to submit a copy of the entry form and result sheet to the BAR Secretary before 1st October of the current season.(c)The winner shall hold the Millie Robinson Trophy for one year and shall receive a medal.
14. THE MADGE COUPE 10 MILE TROPHY
shall be awarded to the Association member who records the fastest 10 mile time over the year in designated events.
15. THE CHARLES RICE 25 MILE TROPHY
shall be awarded to the Association member who records the fastest 25 mile time over the year in designated events.
16. OPEN 50 MILE TIME TRIAL
(a)This event is open to all female riders in the specific event designated by the Association Committee as the Open 50 Mile event for that year.
(b)The L. H. Brooks Trophy shall be awarded to the fastest lady rider in this event.
(c)The Open 50 Mile Team Shield shall be awarded to the fastest team of two lady riders in this event.
H. ALTERATION OF RULES
1.The rules of the Association shall not be altered or added to, except by a vote of not less than two-thirds of the delegates who are entitled to vote and are present at a General Meeting. Full details of such proposed alterations and/or additions shall be set out in the notice convening the meeting.
2.In the event of any question arising as to the correct interpretation of any rule, the decision of the Committee shall be final.
